Well, Simone did mention she sold the missing piece (painting) to Linderman. Peter did seem eager in finding it by talking to Nathan about it.
Plus, Issac just moved out (Or rather taken by HRG)
I guess in some ways there's not much you can do when your options are limited.

There is one thing I thought was a bit strange about this episode. With the previous two episodes they built up some tension with the whole 'Save the cheerleader' subplot. They made it seem urgent that Claire needed saving, but then this episode it was more like, "meh, well, we'll get to her when we feel like it."

Well, Peter went to Isaacs apartment to find that his paintings were gone along with Isaac, so not much peter can do, other then trying to get that painting from linderman? what did you expect would happen

It's not necessarily the writer's fault either. There's been a few holes here and there, but I don't think the "Save the Cheerleader" line is one of them. Why? Well, how much time has passed in the last two episodes? We don't know, so how can we honestly say that the episodes are going slowly. We haven't seen very many nighttime moments, so how do we know that these past 7 episodes haven't happened over the course of four or five days? The only problem as far as writing is concerned in this way, is that they've given us a horrible idea of how fast time is moving, and due to the slow pace of the episodes lately, it seems like it's taking forever.
The whole save the cheerleader thing is moving along at a decent pace, imo. They can't exactly rush it since most everything's going down in 9 episodes. We'll probably see A LOT of action/story in the next episode though.
The one BIG hole that they missed this episode:
What happened to Matt in episode 5? He goes unconscious in the middle of a convenience store in 1.05, isn't in 1.06 at all, then in 1.07 he's fine and at home with absolutely no description of what happened to him in the store.

I completley forgot about Matt. I wonder if he just woke up or something. That is a huge plothole.

You may be as far off as you think, cause if it DID happen, he would've been still out of it when the cops showed up because of the disturbance that was caused and I'm sure that his "buddies" would have made fun of it, and his shot at the detective test would have been over at that point.

There's plenty of urgency still there. When the tagline is first mentioned, Peter starts trying to figure out what it means. He shows up at Isaac's after Hiro told him to go there (the painter...notice how Hiro doesn't mention names except for Peter's?). Once there, Peter see's a painting with a cheerleader. There's an incomplete painting, so he finishes it. He arranges the paintings and finds one is missing. He see's Simone, prossibly the next morning, and talks about the painting with her. She tells him Linderman has it. He then goes to Nathan's (remember, Simone knocked on the door in the morning, then Peter show's up at Nathan's during brunch) to ask about Nathan contacting Linderman.
That's pretty aggressive searching if you ask me

Did he actually go unconscious? We didnt see him pass out, I figured he ran outta the store... Unless I missed him falling down out cold...

I suspect that the writers got a bit of breathing room once the ratings were in and the show's survival as a full-season series was assured. Which meant they were able to include stuff that originally was left out of the 7-issue run. Which meant Claire's rescue was delayed a little.
Could have been worse. HEROES' creators have to have studied SURFACE's missteps, such as not uniting all three plotlines until the season/series finale.
