ted emits radiation. in simple terms, this radiation heats the water causing it to boil.
which is also the reason why ted cannot be the "bomb".

First of all, the guy's name is Ted. Now what happened was, because he was getting enraged, he was slowly losing control of his powers and emitting radiation/microwaves, causing the water in the glass to boil.
Of course, the radiation would be harmful to Matt and his partner (don't remember her name), hence why they were wearing tags to detect the radiation in case of Ted losing his temper.
That answer your question?

he's a stove.
Even though he's not the "bomb" he could cause it.

I'd like to know why you think he's not the bomb. You seem to be pretty sure about what he can and can't do when even he doesn't know what he can fully do.

But yet people think Sylar is either an alien or an android zombie..
He already hinted that he could blow up a city, or his death would result in blowing up a city..
He's the bomb.. Whether he does it himself or somebody kills him and he detonates.. It's him.

ted emits radiation. so in essense he is the same as a lump of plutonium.
the energy that produces the a nuclear explosion is caused (in simple terms) by splitting one atom of plutonium. as plutonium is radioactive apart from the initial damage, radioactive particles are spread.
ted can somehow emit radiation and from what we have seen is caused by emotions. so if he were to be killed the most likely thing to happen would be that he would just die.

You're all assuming a nuclear explosion. We saw only saw an explosion. No-one explained its origin yet.

judging by the speed and size of the blast it looked pretty nuclear.
if it's not nuclear, why does every assume that it's ted?

When Matt and the FBI agent went to Ted's home, his bedroom looked like there had either been a fire or explosion. Plus when Ted escapes, we see something burning and exploding in the background. So it seems that he can make things explode.
[Edit] We also know that things are radioactive after he uses his power. But that does not necessarily mean that he emits radiation. He may just cause matter to become unstable with the side effects of exploding and becoming radioactive.

Maybe someone "splits" Ted.

That's really interesting. I hadn't considered that Ted was causing the things he comes in contact with to become molecularly unstable. I'm not sure I buy it, but it definitely is food for thought.

Ted's not a nuke he's a Microwave. This is why his actions effect things he is around and not himself.
Put Ted near a truck full of furtilizer or a fuel rig and ****** him off..kaboom goes the dynamite and the resulting explosion for all we now coud even kill Ted.
