The Only thing I can think of as I watched Mr. Bennett reporting to some higher power on the phone that it is Linderman.

Think about it we really haven't seen the guy and what does he want with all the heroes.

Whoever it is he/she is rich. The facility is pretty large for just tracking down heroes

The Haitian appears to be higher ranking than Bennett, which is why he would know more. For some reason he decides not to erase Claire's memory. She is still important.

Is she the only one who can stop the explosive guy?

As for "bad guys" we have Sylar and explosive guy right now, will there be more?

Jessica is kinda of a bad guy to can't really rule her out however she's going to jail right now.

I guess the real question is, was HRG on the phone to a superior concerning his activies with the Heroes, or a superior concerning the paper factory thrown in to make us all think someone has his leash?
