That scene is from the episode #10 (Six Months Ago).
As Gabriel is leaving Chandra's apartment after he argues with Chandra, he glances down at the sticky note (with Brian Davis' contact info) he took from te top of a file folder.
HRG is stepping out of a cab to go visit Chandra, whom he spoke with over the phone regarding Claire.

One of those ironic kind of moments for the fans. HRG was looking for Sylar for months trying to protect Claire (he alludes to this in the episodes leading up to Homecoming), and six months ago the man who would become Sylar was no more than a few meters from him.

Gabriel was not Sylar until just before he killed Brian. He was no treat at the time when you mention, ironically, HRG passed so close to him. HRG was not looking for him at the time. It was shortly thereafter, having committed several murders of Specials that he became the target of HRG and an obvious and known threat to Claire and the other meta-humans.
