Well He could Have killed Kaito and Atacked Angela!

Why?

Well maybe He can use any Cable or electric thing to transportate himself, just like the Electric Girl in Superman TAS

So maybe he went of Kaito and the Transportate thru a Cable Before he touched the Floor, and got to Anglea By the Ligths! then When he was attacking her! she fougth back that was why the ligths were on and off, finally when parkman destroyed the window he flew thru a cable

That character was created just for the graphic novel and has no possible motive for doing any of that.

Well then it can be Elle! She had her powers for all her life so maybe the "12" treated her pretty bad and now she want payback!

Personally, I think West killed Kaito. The killer must be able to fly or teleport or something to have disappeared after the fall.

Mr. Nacamora's killer is HALW (He's a lot worse) and
Angela faked being attacked and was causing the lights going on and off herself just to get away from the police department (or maybe Parkman).
