I would say no to persuasion. Only because if it was persuasion then Nathan would have never flew off to help Peter. I believe it's some sort of dreaming ability like the one Peter shows from time to time. He dreamed about flying and blowing up, so I'm guessing that's a power he mimiced from her. I don't believe persuasion is out. Nathan followed her 'advice' until nearly the end. Remember persuasion does not mean control. I think Nathan's love for Peter could/would have ultimately broke his mother's hold over him with her power (if that is indeed her power).
Also, it seemed as if she could have been using persuasion to make her confession believable with the other police investigator. Her 'confession' seemed blatantly fake to me, but that officer seemed to really believe it. And of course, no point to try and fool Matt as she figured out he was a mind reader.
