Adam told Peter to do it. Adam knew Peter could do it because Elle had told Adam about what happened to Linderman and how - and the events in Kirby Plaza.
Adam knew to touch Peter to get out and piggy back along. This info emerged from the security tapes at Linderman's office. You will note that Peter never told Adam to do that nor did he grab his hand. Adam knew that it would work and what he had to do in order to make it work.
For a guy in a cell for 30 years, he's awfully well informed. And with a fresh "open" plane ticket too.
I had though the traitor was Bob. On relfection, another poster has suggested Elle is the traitor who has been working for Adam to put his plan in motion. This makes more sense to me and I am buying into that one.
