The company does not always use a non powered Sg and a SG. Why would they send 2 out on a mission together?

The policy of the Company is to create human and superhuman partners for their 'bag and tag' teams. I'm sure there have been and will be exceptions to this policy or rule. But, this is the norm...it is the policy.

One example of an exception is sending Elle and the Haitian after two dangerous targets (e.g. Adam Monroe as he is unbalanced and Peter Petrelli as his selection of abilities and knowledge of what they are make him dangerous).
