That does look like him but it says constrictors have translucent skin, which he does not. Maybe the twin has a different power then?
They don't look like identical twins to me. They look close, but not identical.
Plus, unlike The Constrictor, this guy has eyebrows, which doesn't seem to fit a "curious lack of hair". But, then again, The Constrictor's twin may not be "a constrictor".
