Alright it may just be me, but I realized something (sorry if this is common knowledge, I've just been seeing people talking): Danny Pine, Merideth and Flint Gordon, Sylar(season 1), were all locked up in the level 2 Odessa Texas Primatech Paper facility. Level 5 and those who have escaped, located in NYC.

No, I'm pretty sure each place has different levels and each level has a different security level. Hiro was kept on level 2, which looked like a closet and had a vent - it was nothing like level 5. And we know level 3 has an incinerator.

Level 1 might just be the offices and hospital rooms where Angela is.

what level is Ned on?

I don't think there's necessarily one level two though. They're just different levels of clearance (ie. Level 2 Hartsdale requires same clearance as Level 2 Odessa.)
