Arthur sure did take his sweet time when dealing with hiro...when all he had to do was twist his head.
BTW, how did arthur sneak up on Ututsu?

with his power and how old he is he may have a lot of powers we don't know about. not to mention the painter really can't do much against a guy that has the power of invisibility/super speed/flight/time manipilation. He probably just accepted his fate at the hands of arthur like issac did with sylar

Maybe he made 3-4 different paintings of himself, and in every one, Arthur was poised to hit him over the head with a shovel.

I've just decided to accept whatever Arthur can do as a given. He can have any power the writers want to give him since we haven't seen much of his past. It's the same with his actions, he has his master plan so I've decided to not worry and assume everything he's doing has some reason they'll explain later.

He wasn't trying to kill him. He would have just killed him if he wanted to do that.

The way I saw it was that Arthur wasn't out to kill Hiro; he just wanted to make him forget what Hiro had seen in his dream (Arthur's line "I hear you've been dreaming about me" shows that he definately knew what Hiro was up to), since it showed, quite plainly, that Arthur was the villain. Remember that Pinehearst did actually recruit Hiro, and Arthur probably still wanted him around even though he had defaulted on his mission. While in the middle of wiping his memory, however, Arthur was distracted by Ando and the eclipse painting, so rather than wiping Hiro's mind, it went wrong and instead only wiped Hiro's memories that he'd gained since the age of 10.

There seems to be a group concensus that Isutu having the power of clairvoyance should mean that he must have seen the moment of his death.
But assuming that he did have a premonition about his death, his experience and wisdom may have led him to understand that he can't change his future.
