okay, so I think the answer is that he warped their using Peter's ability that he got from Hiro. however, if that is the case then shouldn't Arthur know about all of the other abilities that he got from Peter (ie precog).

I think he does know about his precog abilities since he had colored pencils in front of him when Tracy walked in. I doubt he was just doodling to kill some time.
btw, I doubt Arthur knows all the powers that he got from Peter. Obviously he knows about electricity and of coruse Peter would have gotten dreams from his mother, flight from Nathan, regeneration from Claire (basically members of his family he has been in contact with) and he may know that Peter met Isaac. I'm sure he was keeping tabs of his children from his hospital bed.

He knew about Issac because he was putting out pencils and drawing utensils.

Primatech and Pinehearst both seem to have a very wide reach in regards to gathering intelligence; Primatech are very good at keeping tabs on specials even when they're not on the receiving end of a bag and tag mission, so assuming Angela and Primatech have been keeping track of Peter's abilities (which, for the most part, I assume they have, especially significant abilities that he's had plenty of exposure to like induced radioactivity, time/space manipulation and precognition) then I'd have figured Arthur would be able to get hold of this information easily enough. Remember that he can get inside Angela's head and take any knowledge that she knows.

I wonder if Arthur knows about the Clairvoyance? You'd think he'd have followed Hiro and Ando to the bowling alley. Unless they jumped in time as well, an hour forward in time would be enough.
You know, a guy with both Clairvoyance and teleportation is scary.
